The valley
Highway 2 north, and the river in the yard

The crossroads is small. Chattaroy Elementary is on Yale Road. The Riverside district office is on Newport Highway, and the other Riverside schools sit out Deer Park-Milan Road. Past that, the county keeps the land rural.
Tell us the road, the gate, and whether the stump is near the water. A driveway off Yale and a stump on the bank of Deer Creek are not the same day, and you shouldn't have to explain the valley to get a straight answer.

Spokane County's park, at 29109 N Newport Highway, still Chattaroy, 99003. A spring-fed lake, woods around it, 166 acres.

Skip the tow
A rental grinder is a long way from Yale Road
The grinders we found for rent are in Spokane, or over in Hayden and Coeur d'Alene. You'd tow one up Highway 2, get it down the driveway, grind, hose it off, and beat the lock on the rental gate. That's the day Bear Lake was for.

Chattaroy has no city code. These are Spokane County's own pages, not our house policy.
A county road is not your backyard
Work in a county right-of-way needs a permit before anyone starts. The county's right-of-way application lists tree removal, and it says the fine for working in the right-of-way without a permit is $500. That is the shoulder and the strip along Newport Highway, Yale, and the other county roads. It is not the middle of a fenced yard.
Two feet deep, and anything near the water
The county's grading brochure says an excavation more than 2 feet deep, outside a building permit, needs a grading permit. A normal grind stays shallower than that. The same brochure says fill and digging within 250 feet of a river, creek, or wetland get checked even when the hole is small, and a floodplain or shoreline permit can apply. If the stump is near Deer Creek or the Little Spokane, say so. We will not guess that line from the road.
We file the 811 locate
The county form says to call two business days before you dig. Spokane Stump Grinder submits that request as part of scheduling. 811 does not mark private lines such as sprinklers. When those are in the way, we flag it. Read the 811 post and the private-locate post.

The stump and the surface roots come down below grade. Chips go back in the hole and get tamped level. You can mow it. Most single stumps are a same-visit job. What's included.
Removal and cleanup
Everything in grinding, plus we haul the chips off and backfill with clean topsoil so the spot is level with the yard. This is the one when something is going back in that spot, including grass. We don't sell the seed and we don't lay the sod.

Does my backyard stump need a county permit?
Usually the permit question is the right-of-way, not the middle of the yard. Work in a county road needs the public works permit, and the county lists a $500 fine for skipping it. Can you leave the spot ready to seed or sod?
Yes, if you choose removal and cleanup. Grinding leaves the chips in the hole, raked and tamped. Cleanup hauls the chips and backfills with topsoil, finished level with the yard. That is the setup for repairing the lawn. We don't install the seed or the sod.
Who calls 811?
We do. The locate request is part of scheduling. You don't have to file it yourself. Private lines, including irrigation, are not part of an 811 locate.
